According to Cinematograph Act, 1952 under which CBFC is set up, CBFC's job is to regulate public exhibition of films.
CBFC stands for Central Board of Film Certification. The full form of CBFC clarifies the fact that it is a content certifying statutory body for the purpose of sanctioning films for public exhibition. Hence, it can be simply said that it is just supposed to assign appropriate film certificates as per content.
But the problem is not so simple and neither is the answer. If we go by the full form of CBFC and declare that it is merely supposed to assign appropriate film certificates as per content, then we are just viewing and telling the half truth. According to Section 5B(I) of the Cinematograph Act as well as the guidelines issued in 1991, the CBFC is authorized to make cuts, modifications and amendments to films and then certify it. The guidelines of Section 5B(I) have been responsible for the mutation or transformation of CBFC board from a film certification board into a film censor board.
This transition has drawn the board into several controversies. For, instead of being a film certification body, as the name of the institution suggests, it tries to become a censor board which should not be allowed to, I think. CBFC should be statutory warnings or suggestions only and may refuse certifications to films as it deems necessary. It should give proper reason to filmmakers as to why their film received a certain certification.
The Board should therefore limit itself to film certification only as per its name.
