Here the correct sentence would be: No sooner did the sun rise over the hills than the fog disappeared.

As per the rules of English grammar, when a sentence starts with 'No sooner' it should be followed by either did or had and should have the word 'than' before the second half of the sentence starts.

Despite the change.

The meaning does not change.
