First of all the question should have been something like this:

As soon as the water in the lake froze, the birds  flew away.

now the answer to this question is:

1)No sooner did the water in the lake freeze than the birds flew away.

2)Hardly did the water in the lake freeze when the birds flew away.

Now hardly and scarcely is very similar, just replace hardly with scarcely and you will get your answer. So when you use scarcely the answer will be something like this:

3) Scarcely did the water freeze in the lake when the birds flew away.
