as the atom on the whole is neutral there is one electron for each positive charge on the nucleus ."what does this statement mean"​

Hiii....

This statement means that to make the charge of the atom neutral, the negative charge of the electrons should be balanced.

For this purpose the is one more paritcle present in nucleus of the atom having charge equal to electron but in positive magnitude...

Hence, proton balances charge of electron making atom neutral....
