as we know CaO2H2 +Cl2→CaOCl2+H2O is the process of obtaining bleaching powder.but can we obtain it like this CaCl2+ H20→CaOCl2+H2 if not why?

yes , we can obtain caocl2, calcium oxy chloride with this reaction.
