As we know that static electricity is a charge at rest but lightning is not at rest then how it have static electricity?

static electricity is the electricity generated from static particles

but it in no way means that it cannot travel

yeah lightning is an example of static eletricity but it does travel

this is due to the electrostatic charges which apply an attractive or repulsive force between them

this kind of propogation is analogous to the sound waves

in sound waves

the waves travel nd the particles just vibrate at their mean position and sound goes from one place to another
