ASA cannot be considered as an axiom, as axiom is a statement that is true but can not be proved. But ASA congruency can be proved in two triangles. ASA congruent rule needs to be proved, without proving ASA we can not use it. This contradicts the fact that Axioms don't require any proof in a mathematical theory.
