Dhamma is a set of edicts that formed a policy of the Mauryan emperor Ashoka.By the time Ashoka ascend the throne the state system has grown very elaborated. In the inscriptions, Ashoka refers to himself as [Beloved of gods] which was also called DEVANAMPIYA. These inscriptions are found in central and eastern part of India.
