Yes, I agree. Because Ashoka himself set an example before his people by strictly following Ahimsa. Also, he appointed some officers known as Dharama Mahamatras to explain the messages of Dhamma. Hence, he engraved the principles of Dhamma on rocks and pillars in Prakrit language so that each and every people can understand it properly and follow it strictly.
