Let firs digit Number is x..

so other digit number at unit place is 3-x .

So ..
The two digit number is
10x+(3-x)
because x is before unit place it is multiplied by 10..

for example we can write 56 as 5×10 +6.

So when number 9 is added in 10x+ (3-x)
It gives reversed Number 10(3-x) + x

So we can find the equation from here..

10x+ (3-x) +9 = 10(3-x) + x

Or 9x + 12 =30-10x +x
Or 18x=18
or x=1

so the two numbers are 1 and 3-1=2

the two digit Number is 12.

And 12 + 9 =21
