one of your classmate talks very loudly and does not let other participate to discussion. 1 discuss the problem ? and 2 what would give the advice to her ?

Well class discussion must be done in low voice and one must let everyone to speak. This boosts the confidence in children. For my classmate,  I would like to tell the importance of class discussion and I would tell her not to speak to loud. I would tell her that how all these things do affect other students. It spoils the atmosphere in class. Class discussion are meant to discuss problems and suggestions so you should advice him/her to talk sweetly and gives chance other students...

This can create a lot of problem...i would tell her the problems faced by other students because of her..i'll tell her that in an open discussion every one is supposed to be participative..and with only one child discussing the whole matter, well..it could be boring for other students..
