Due to its small size Fluorine's hydration energy is very high. Enthalpy of dissociation of F2 is lower thant Cl2 due to large electron-electron repulsion in fluorine. These two factros contribute to high positive electrode potential of F2 compared to Cl2 . Hence F2 is a stronger oxidising agent.
