This postulate was given by John Dalton in 1803 in his Atomic theory. In his theory he proposed 4 postulates and it is one of them.
It is indeed true that atom can neither be created nor be destroyed as they are the smallest unit of any thing in existence.
Let us take an example of a cloth or a paper. When we burn a paper it turns into ash. Here we can say paper was destroyed but can't say that atoms of paper were destroyed too because we have the residue of paper as ash.
So, the atoms of paper are now present in the ash.
Atoms can't be destroyed but can be changed or transformed into another form just like energy.
