It is true that the employment opportunities in the organized sector have been increasing slowly but is in high demand. India is a developing country and there is not as much funding to the start-ups and upcoming industries as in the developed countries. Due to this, the industries are slowly coming up hence, the slow rate of expansion.

Another reason why the organized sector is expanding slowly is that many of the organized sector industries have tried to trick the government and escape the taxation. They use workers from the unorganized sector in order to get cheap labour and gain maximum profit.

So, both the sentences are correct and reason is the correct explanation of assertion.
