Answers
here ur answer!!
▪1. after elections, first there is a floor test that happens so that we can see that assembly houses of the state or the houses of parliament can trust the union and the state governments or not..
2. while they are presenting the budget to the assembly houses and the parliament houses respectively, they can either accept the budget or reject it or suggest some changes in it.
3. before any bill is passed by the assembly houses or the parliament, a thorough discussion takes place through three sessions not remebering the exact term right now, so i hope u all understand simultaneously in both the houses of parliament for the union government matters and assembly houses for the matters of the state governments..
4. power sharing takes place between the parliament and the union government and between the state governments and assembly houses to ensure that governance is happening in a smooth and democratic manner at both the union and the state level respectively.

So two cheers for Democracy: one because it admits variety and two because it permits criticism.
The great ability of those who are in control in the modern world lies in making the people believe that they are governing themselves; and the people are the more inclined to believe this as they are flattered by it.
Economic elites and organized groups representing business interests have substantial independent impacts on U.S. government policy, while average citizens and mass-based interest groups have little or no independent influence. The results provide substantial support for theories of Economic-Elite Domination, ... but not for theories of Majoritarian Electoral Democracy.
