It depends on the aspects of yourself you want to develop. If you have the drive and motivation to develop a particular aspect of yourself that you value, you can do it.

For example, the personal aspects I strive to develop and maintain include:

my mental health — stress relief, journaling, meditation, yoga

my physical health — weightlifting, running, rock-climbing

my personal life with myself

my family life with my parents and sister

my intimate life with a significant other

my social life with friends

my professional career as a software/product engineer

my personal career as a writer, teacher, developer, …, student

These are all aspects of my life I care to develop and so I put in the time and effort to do so.

It wouldn’t be possible for me to develop all aspects of myself because there will be ones I don’t care to develop.

For example, I’m 5′8″. I love following the NBA — I once had (wild) dreams to play in the league. As a senior in college set to graduate in half a year, I know that’s not possible. I’m not good enough nor tall enough to be even remotely close to making a college team, let alone an NBA team. I haven’t played basketball in years. I never put in the time or made the effort to develop this aspect of my life, because I realized I could spend my time more productively elsewhere on personal aspects I value.

I’m only 21. I have a full life ahead of myself. If I decide there are other aspects of myself I’d like to develop — I think I’ll want to become a better personal chef, baker, and coffee connoisseur — I have the time to do so.

As for how I’d go about developing my personal aspects — I’d focus on a few at any given point in life. I’d work on them every day until they become second-nature to me. They become habits in my life. Then, I’ll work on newer aspects that will require my attention and dedication to develop. I’ll work on these every day while maintaining habits from my previous aspects, … and then I’ll rinse and repeat.
