In cold countries where temperature is more or less 0⁰C, water in water bodies freezes to form ice. But, the surface water freezes first. According to the anomalous expansion of water, density of water decreases when it is cooled below 4⁰C. So ice (at 0⁰C) has less density than the water underneath. So the surface ice floats floats on the water underneath. Ice being a poor conductor of heat does not allow any heat transfer between water and atmosphere. Hence water below in liquid state. So aquatic lives survive in winter in cold countries.
