Explanation:   It never rains without pouring.

The important point to be kept in mind is that the meaning of the sentence should not change. The original statement implies that whenever it rains it pours i.e. both things happen. One thing does not happen without the other (without going into the figurative meaning of the sentence).

My answer above also means that either both things happen (rain and pouring) or it does not happen at all. That means if it rains it also pours.

If you say "It never rains but pours" you are changing the meaning of the sentence which is a breach of the rule.
