Other name of the Asthenosphere is the low velocity zone and it is made of the partially molten rock. This contains the solid particles and the space within these particles is covered by the liquid.  

Asthenosphere has a high pressure and temperature that make the rocks partly melted and soften and as a result the layer comes semi-molten.This is not so liquid that the tectonic plates will float on it.
