An hour is 1/12 of a circle, i.e. 360/12 = 30 degrees. So in one minute, the hour hand moves 1/60 of this, i.e. 0.5 degrees. In 15 minutes, it moves 0.5 x 15, = 7.5 degrees from the "3" mark. Since the minute hand is exactly on the "3" mark, the angle between hour and minute hand will be 7.5 degrees.
