Shellfishes are capable of capturing and accumulating saxitoxin, a toxin secreated by Gaunyaulax cetanella (a dinoflagellate) , when it's population increase drastically during red tide.

further, consumption of such fishes leads to Paralytic Shellfish poisoning (PSP).

Hence authority does not allow to collect shellfishes.
