at first the rich peasants of UP and gujarat were enthusiatic supporters of civil disobedience movement but later they refused to participate becoz when they participated they wanted the taxes and revenue to be reduced but when Mahatma Gandhi called off the movement without the reduction of taxes by the britishers they felt very dejected. So,when civil disobedience came again they refused to participate as they were not sure about whether their demands would be fulfilled or not.
