Let velocity of water 80 cm below the tap be V

We know that from Equation of motion  

v^2 = u^2 + 2as  or 2gh

so v^2 = 3^2 + 2 x 10 x 80/100

So v^2 = 9 + 16

so v^2 = 25

So v = 5 m/s

Now from equation of Continuity we get

A1V1 = A2V2

2 x 3 = 5 x A2

Or A2 = 6/5 sq cm

Or A2 = 1.2 sq cm
