▪ The government started spending less money on war, because they had spent too much on the military during the war.

▪ ‘To bring them into line with peacetime revenues' means that because they spent less (on social care, etc. i.e. public welfare) they finally felt a need to spend money on social welfare which is the area where government's revenue is spent during peacetime because there were no jobs after the war and so everyone was stressed and was in the Great depression.
