At 15 minutes the minute hand is at 3, that it makes 3*30 = 90 degrees from 12. At 5:15 the hour hand is between 5 and 6, that it makes 5*30+15*30/60 = 150 +7.5 or 157.5 degrees from 12. The hands of the clock make an angle of 157.5–90 = 67.5 degrees.
