Under no conditions.

The units of gravitational force are newtons (kg m/s²).

The units of the gravitational constant are m³/(kg s²).

Since the units have different dimensions, there is no conversion factor between them. Quantities with different dimensions cannot be compared at all, let alone be equal.

F can never “equal” G. That would be like saying that one kilogram equals one hour. Or saying five grams equals five micrograms. Just because the numerical portion of two values is the same does mean they are equal. The units must also be the same.
