Let x be the location of charge Q from q1

     (r-x) be the location of charge Q from q2.

force between q1 and Q:

F1=q1Q/4π∈x²=4Q/4π∈x²

force between q2 and Q:

F2=q2Q/4π∈(r-x)²=Q/4π∈(r-x)²

to keep the forces balanced,

    F1=F2

so, 4(r-x)²=x²

     2(r-x)=x

    2(3-x)=x

    6-2x=x

3x=6 and so x=2

that charge is located 2m from 4C

and 1m from 1C.
