1-the rajya sabha consists of not more than 250 members

2-238 are the representative of the state and union Territories

3- 12 are nominated by the President

qualification:

1- must be a citizen of India

2- must not be less than 30 years of age

3- holding additional qualification as may be prescribed by the parliament (by law) from time to time

Rajya sabha is called as the permanent house because it is not subjected to dissolution but one third of its member retire after every second year
