At what pressure a newborn can be kept for ventilation

0 to 10 mm/hg is the minimum but can go out for opting a higher pressure such as 20-50 mm/hg.

A pressure ventilator will deliver different tidal volumes with changes ... At rates less than 40 BPM, inspiratory time is maintained at 0.3 - 0.6 sec......... i hope its correct
