Let the principal = p

And , Rate per annum = r %

Time ( t ) = 8 years 4 months

= 8 + 4 / 12

= 8 + 1 / 3

= ( 24 + 1 ) / 3

= 25 / 3

So now ,

I = p t r / 100 [ •°• simple interest ]

=> p = ( p × 25 / 3 × r ) / 100

[ °•° If the sum will double so the principal = intereste ]

=> 100p = 25pr / 3

=> 4 = r / 3

=> r = 12

So , the rate per annum is 12 %
