Since all the carbons in the benzene molecule are sp2 hybridized. Then let's think that along with the 2s orbital, the 2px and 2py orbitals are hybridized. Leaving 1s and 2pz orbital unhybridized in each carbon.
So there are 3 hybrid and 2 unhybridized orbitals in each carbon.
Whereas in the hydrogen atom the only 1s orbital is unhybridized.
So total no. Of hybridized orbitals is 3*6=18
Where as the unhybridized orbitals are 2*6+1*6=18
Hence the ratio should be 1:1
