At the zero degree Celsius, there will be a need for additional heat energy for water before its temperature changes again.

The reason for the additional heat energy is that water has higher heat capacity then  air. So the temperature of the water changes much slower than air. Water has the capacity to reduce heat of the other object or the heat of itself. Hence the temperature of water keeps constantly changing according to the environment.
