Water is an exception from other liquids. Generally liquids expand on heating but water contracts on heating from 0° C to 4° C. This special property of water is called anomalous expansion of water.
Water contracts from 0°C to 4°C and thereafter it expands.
Therefore water contracts maximum at 4°C i.e water has least volume at 4°C.
We know density = mass/volume
At 4°C water has least volume. So the density of water is maximum at 4°C.

Water has its maximum density of 1 at 4 degrees Celsius. When the temperature changes from either greater or less than 4 degrees, the density will become less then 1 . Water has the maximum density of 1 only when it is pure water.
