Athletes in pole jump events fall on cushioned surface and not on floor because this increases the time of the athlete's fall on the surface and to lower the changes of momentum the athletes face after making the jump.
It decreases the rate of changing momentum and therefore the force lessens and the athlete does not get injured.

The change in momentum occurs in long duration of time which reduces the force acting on athelete and he doesn't hurt
