The atmosphere contains air as a medium that constitutes gases, dust particles, water particles, etc.
All these make up a medium. It is said that sound waves require a medium to travel. Hence, sound waves can travel in the air.
That much being said, when we communicate we emit/release sound waves. Since we're surrounded by air, these sound waves (the ones we released while speaking) travel from one spot to another. That's why we can hear others' voices because the sound waves they emit travel through the atmosphere and reach our ears.
Had you not been surrounded by the atmosphere, you won't be able to hear your neighbour's noise.
