Atom consists of electrons, protons and neutrons. Electrons are negatively charged, protons are positively charged and neutrons are neutral. In an atom no. of electrons = no. of protons. Therefore both of them neutralize each other and there is no effect of their charges. Again neutrons have no charge. Therefore atoms are electrically neutral.
