Atomic number of element given = 16

Since it's an element and not an ion, so

number of protons = number of electrons = atomic number

Hence, number of electrons = 16

Now we have to write its electronic configuration.

In the K shell, 2 electrons can be accommodated

In L shell, 8 can be accommodated

Remaining = 6 electrons. They will be revolving in M shell

So electronic configuration = 2,8,6

So, outermost shell has 6 electrons.

=> Number of valence electrons = number of electrons in outermost shell.

Hence number of valence electrons :- 6

Now, valency = number of electrons in outermost shell if they are less than 4.
Since 6 > 4, the valency is given by subtracting the valence electrons from 8

=> Valency = 8 - 6 = 2


Answer :-
Valency = 2
Valence electrons = 6
