Hi

The element Z has higher ionisation enthalpy value. Because as the atomic size increases the attractive force of nucleus on the outermost electron decreases ans so ionisation enthalpy decreases.

The element with highest ionisation energy is the one with the lowest atomic number. So the element with atomic number 4 will have the highest ionisation energy.
