Li has 3 protons while F has 9 protons . The larger the number of protons the greater will be the electrostatic force of attraction (between protons and electrons) The greater the force of attraction the closer will be the electrons to nucleus and hence the smaller will be the atomic radius.
However if elements don't belong to same period then an extra shell is added or removed in comparison to another. Then with increase in atomic number the atomicnradius increases.
