Atoms are generally neutral in normal state since the number of electrons are equal to the number of protons.

In the case of Sato (NaCl)

Na ----> Na + electron

As sodium gives out an electron, protons are more. Hence, sodium has a positive charge only in ionic compounds.

Cl + electron

The electron sodium gave out is taken by chlorine. Since, electrons are more in this chlorine atom it has a negative charge.

This loss and gain of electrons are done in order to reach an octate state so that both the atoms that form a molecule become stable.
