this is because of weak nuclear forces , electron revolve around proton, due to attraction of opposite charges.
By stable it means that it has a neutral charge , not that is is not shaking

Because the electrons that revolve in particular orbits, their negative effect gets neutralised by the protons present in the nucleus which had positive charge. So, This creates a force of attraction between them and hence, the atom stays stable.
