♡ Hii ♡

Yes , it is true .✅✅

→ The elements which have 8 electrons in outermost she'll have stable configuration of an inert gas and thus do not react .

Ex: Neon, Helium , Argon

These elements neither can gain not lose their electrons.

Hope it helps u mate

Answer:

Atoms that do not have 8 electrons in their outermost shell want to be Stable like Inert gases.

So, for doing this, atoms gain or share electrons to attain inert gas configuration because inert gas has the most stable configuration.
