There was no element of territoriality in the Rigvedic polity, but there was a definite transition to the territorial  government in the later vedic phase. The material basis of the people led to such changes.
The period witnessed small communities merging to become larger units. The Kuru tribe was formed by the Bharats and the Purus and they occupied the whole of western Utter Pradesh. Society became differentiated on the basis of Verna hierarchy. And so the nature of Kingship was transferred. The period also marked the beginning of proper taxation system and administrative machinery. The end of the vedic period showed the army emerging as an important element in the Vedic polity. It is also the period of beginning of Royal body guards.
The references to sthapati and satpati indicates the beginnings of a regular system of provincial administration and adhikrta was appointed, as a village officer appointed by the King. 
Rise of large territorial states made it difficult for the popular assemblies to function as they did earlier, consequently giving the sabha and the samiti an aristocratic flavour , but they were monopolised by the male gender, and some activities were taken over by the officials.

The vedic period was considered as
a highly organised society.The main governing body was Rajan.The Ràjan was elected by the Sabha and Samiti.
The driver were later formed into kingdom.The Rajan was the head of the kingdom.He used to solve all disputes.The Sabha was group of great man and samiti was group of ordinary man.
The main occupation of people was agriculture.The farmers used to earn cattles in exchanģe of wheat.
