Government can sort out a way by which they can divide or share the power as per the demands of different groups. As the forcing of power on the opposing group can result in negative outcome, so attempts at force integration often sow the seeds of disintegration.

It is true that force integration does bring in a lot of feelings of grudge and disagreement among the regions. For example India at the time of independence, had some regions not agreeing with the rest of the country. It was better to separate then.
Often it appears that people of Kashmir seem to feel forced to be integrated into the Indian Union. We do observe now and then some movements there. Thus the integration of them into India probably have sown seeds of disintegration in them.
The problem faced during integration of two regions is the division of power and sharing of resources. Each side is afraid that the other party or region will dominate over their region. They are afraid of going backwards. And, in today's world no one wants to be pushed aside by others.
Also there were many regions in Europe that were integrated as part of Soviet Russia USSR. At one point of time during the 1990s, those seeds became a big tree and uprooted the rule of USSR. Many regions declared independence from the union.
Perhaps the above examples are good or not , I don't know. It is often the case even at home forced integration of close relatives and forced merging of companies sow seeds of disintegration.
The disintegration may be good or may not be good. However, integration should be on a harmonious, cordial and amical terms. It should not be on being forced to live together. Regions usually have their own culture, living style and traditions. When forced integration occurs, people could lose their history and heritage. They may be treated not on par.
The best example is that of states Telangana and Andhra Pradesh. Both regions have separated and are happier now than before. They were forced to be together during 1950s.
