Hey dear !!!
A comb when is being rubbed with dry hairs or something else then it possesses the ability to attract bits of paper etc.
Earlier the comb was neutral (before rubbing)
so it has no effect on pieces of paper.
But after rubbing it aquires electric charge.
This electrically charged comb exerts an electric force on the small pieces of the paper and attracts them
Hence the force acting on it is "frictional force".
