You take the mean speed S, which is (30 m/s + 50 m/s) / 2 = 40 m/s.
For a distance D, you divide both like this : T = [D/S] = [D / (40 m/s)].
Now you have the number of seconds T it takes for that car to travel any given distance with your specified rules.
