Average velocity in the first case when the red lights and green lights are opened for same duration of time:

v1 = s/ (t+t)

s = 2t*v1

Where s is the displacement of the traffic,

In the second case, when the green lights re opened for double time, average velocity:

v2 = s/ (2t + t)

the displacement will become double,

v2 = 2*2t*v1 / 3t
