yes it's true that axial bonds are weaker than equatorial bonds as in case of PCL5 there are 3 equatorial bonds in one plane and 2 axial bonds perpendicular to the plane of equatorial bonds so in this case 1 axial bond is pulled by three of the tutorial bonds due to which electrons of axial Bond moves a little bit far away and thus axial bonds become weaker
