Both Azhar and Mumtaz have valid points. If we consider Azahar’s Point than we can see that actually the people in the Rajya Sabha are wiser people who have been appointed by their respective parties.

This allows for wiser discussions and people are able to reach on better conclusions. On the contrary, Mumtaz’s point that the people in the Rajya Sabha being not directly elected by the people is also valid as in the most strictest meanings of Democracy, people should be governed by those who they have elected.
