Rakshasa was not loyal to Dhananda but he is loyal to Maghadh kingdome.

As Chandragupt start action against Dhananda under guidence of Chanakya , Rakshasa consider him as enemy of Maghadha.

When Chandragupta won war and kill Dhananda , Rakshasa start hidden action against Chandragupta which was noticed by Chanakya.

Hence Chanakya caught Rakshasa asked him to serve Maghadha being minister (Amartya) of Chandragupta.He further told him that Rakshasa is very knowledgeable person and his knowledge is required for growth and security of Maghadha.

Thus on the name of Maghadha he convince Rakshasa to serve Chandragupta as Amartya (Prime Minister)
